So it is pretty much always correct to name Humans in that matchup. In Humans, despite Deputy of Detention, every creature is a Human. Decks like Merfolk, Goblins, Elves, or Humans come to mind. Obviously, Plague Engineer can hose tribal decks. In order to get a little impression on the applicability of the card, let’s look at some popular decks in Modern. The great thing about Plague Engineer is, that the card is rarely a dead card since at worst the creature can either attack or trade with one big opposing creature. Plague Engineer can be impactful in a lot of different matchups in Modern. And the great thing is that the same idea can be applied to Modern. Specifically in Legacy, as Tarmogoyf is very present lately, this is very strong. Plague Engineer represents a threat in a control deck and it can also attack through bigger blockers. Now, since the drawback is less of a concern, the benefits of having a body attached to the -1/-1 effect is pretty valuable. The continuous effect of giving creatures -1/-1 is already pretty harmful, which mitigates the drawback of Plague Engineer being easier to remove. While normally this is a counterproductive thing since enchantments like Engineered Plague are much harder to remove than creatures, it is not a big problem for Plague Engineer.
Why is that? The reason for it is the body and deathtouch ability attached to it. Despite the existence of Engineered Plague, Plague Engineer is clearly the preferred card. Even in eternal formats like Legacy, Plague Engineer is all over the place.
